feat(ai): add ThePrimeagen/99 AI agent plugin

Integrates ThePrimeagen/99 using ClaudeCodeProvider (claude CLI) with
blink.cmp as the completion source.

Keymaps:
  <leader>9v  (visual) - send visual selection as AI request
  <leader>9s  (normal) - open search/ask prompt
  <leader>9x  (normal) - cancel all in-flight requests
